Should I apply for one after my Junior year?
Because whenever I apply for a nomination, "they" ask for a transcript and I don't think I can use my current one until the year is completed.
Or can I apply for one now?

You need your transcript complete through your junior year, so request one from your school counselor after all your final exams/grades/etc are entered. Although all MOC's do things differently, you can begin the process for applying for a nomination now if they have their packets available (check their websites--it may be a bit early). Just because you begin it now, though, doesn't mean you'll be able or necessarily want to finish it right now. Look for their deadlines and just make sure you complete it before that. There is no "prize" for being the first one to complete it. And you may end up omitting something useful that you participate in over the summer or early fall if you finish it too early in the summer.
