Returning Cadet

I am reapplied to the Academy and I recently learned that a returning cadet is reapplying for the Academy as well. We have both received a nomination from the same Congressman. The returning cadet was coming up on his Junior Year and decided to take the year off to go do some mission work. Since he was already at the Academy, would he take his Congressional spot that he received three years ago, or are we both competing for the same spot?
