How/when will I find out if I am receiving a 4-year ROTC scholarship if I applied last month

My son received his notice three ways: the online tracking site, numerous phone calls from ROTC programs asking him to consider their school, and a packet from the ROTC cadet command with the letter and required acceptance forms. His letter was dated Oct 3rd.

We had the message on line and just received the letter today. It was dated October 12th

I recieved my letter today as well. It is dated November 12

Please allow me to correct that, my sons letter was dated November 12th, not October12th. Sorry for the confusion.
