Investigation was dropped since the member resigned. USNA Academy Graduate with a long history. How does this happen?

Very few male military personnel will report a sexual assault or attempted sexual assault. Massa always went after subordinates. To report him might have ended ones career.

Zaphod - while I would agree that Barney Frank should have invested in speech therapy decades ago - I don't recall that he ever sexually assaulted anyone.

No.

He simply allowed his boyfriend to run a prostitution ring out of his house, and then went on to destroy the housing and banking systems.

Other than that, he's a hell of a guy! :rolleyes:

Not sure what you mean by long history, I have heard his account of what happened both in the military and recently. I think some have forgotten the Military has not always been PC (especially pre Tail Hook Navy). Trust me I saw both sides of the coin and long deployments with all male crews tended to have a lot of crass humor!

Borsch, now a history professor at Assumption College in Worcester, Massachusetts, didn't address that specific incident, but did confirm to me in an email that he was groped by Massa: "In 1990, aboard the U.S.S. Jouett, I was awakened when a senior officer, Lt. Commander Massa, seemed to be groping me. (I was a lieutenant at the time.) I believe he may have been drinking. I shouted at him and he left. I mentioned the incident to several other officers. I did not officially report it."

What is hysterical is When Larry King asked Massa if he was gay, he responded, "Ask the 10,000 sailors I served with in the Navy."
Too dumb to realize that anyone would actually ask, I guess. :confused:
Lesson here - if you have skeletons in your closet, leave them there!

I not sure the average sailor would find that behavior uncommon in the Navy.... :eek::wink: Par for the course! There are frequently "tickle fights" on Navy ships, that's who they decide who gets their SWO pin.

Actually, no. I can't imagine what movies you are referring to and I hardly ever watch CNN. Are you saying these allegations that are coming out of the woodwork now are not believable? If you believe them then why do you think Massa got away with it for so many years?

My comment was the conclusion of a comprehensive report that was published in the Navy times on sexual assault/harrassment/rape in the military. Male on male sexual assault/harrassment/rape is almost never reported because of the stigma attached.

I don't have a SWO Pin just ESWS Pin(much harder to get in my opinion). So I am not sure about the tickle fights! I do know that I have been the butt (no pun intended) of similar acts of "humor" Needless to say I did not find them funny at the time but I was not offended or embarrassed. I can not speak to what actually happened to the JO but coming out 20 years after the fact? All I can say is Come on, are you serious!

Going back to the SWO Pin if I had known to tickle members of the eval board would have gotten me qual'd quicker i would have reached across the table and tickled all of them or at least tried. Oh Well.

Reporting someone for a UCMJ violation would end your career! Give me a break.

js3486: I was way before Tail Hook although in another service. "Snorkeling" would not be tolerated in any command. He had a long history. Check it out. Crass Humor is one thing and believe me I have seen some crass behavior by both enlisted and officers on remote assignments and in combat zones. Climbing in a bunk with another Officer and taking his pants off for "snorkeling" is quite another matter. Even if he only wanted to tickle him. You were subject to these acts of "humor"? I would have killed the guy and then asked for a Courts Martial. I guess Air Force was the right choice after all

For many victims their assault remains a shameful secret. The Pentagon acknowledges that some 80 percent of rapes are never reported - making it the most under-documented crime in the military.

Callie Wight, a counselor for the Veterans Administration said victims haven't come forward for a number of reasons.

They didn’t report because they didn’t think they’d be believed,” said Wight, a military sexual trauma counselor. “They didn’t report because t hey were ashamed and humiliated and they didn’t want anyone to know what happened to them.”

The military is trying to reduce the stigma through increased awareness, education and guaranteeing confidentiality to victims reporting such crimes.

Sexual assault is the most underreported crime in the military. If you didn't think you would be believe then you would think twice before accusing your commanding officer of a felony.

But don't take my word for it - Read Joshua Greene article in the Atlantic. He is the journalist who took Massa's own suggestion and contacted some of the sailors with whom he served:
Massa's shipmates didn't turn him in for fear that he would retaliate. "He was a cocky guy, competent, but he saw himself as a future admiral," Moss told me. "It doesn't surprise me he wound up in Congress." When news of Dickert's dispute with Massa appeared in the Rochester, New York, Democrat-Chronicle in 2006, several of Massa's former shipmates considered coming forward. One of them referred to the dispute as "classic Massa" in an email that was forwarded to me. As Moss wrote to Borsch and Maxfield just before the 2006 election, when Massa first ran for Congress, "I think it is ironic that Massa is accusing this guy [Dickert] of the same thing he tried with you guys (and who knows how many others?) and I think it is pathetic that he would drag his own son into the fray in a public forum." In the end, the former shipmates did not go public with their stories.
 
I saw nowhere in there the "Pentagon agreeing" with the idea that if you report, you lose your career.


On a side note, the Veterans Administration is not "the Pentagon", they have their own cabinet secretary....

Why do you think that is? Because they thought they would not be believed.

Ditto in the Graf case. Why do you think she got away with her actions all those years and her subordinates would not report her?
It turns into a he said/he said (or he said/she said) case and who wins that? The higher ranking officer.
Do you think if you made what would appear to be a false accusation of salacious nature against your Commanding officer it would enhance your career?
