In college reapplying does my last years congressional nom still count? should i tell them to resend it or do i reapply for it again?

It's on a case by case basis, depending on what their policy is. I called them when I reapplied, and was told to go through the whole process again, so applications, interviews, and wait.
I do know others whose noms were "transferred" or held for the second year, without them having to reapply.
Make that phone call. Hope that helps.

Definitely don't assume that your nom will carry over. I agree re calling.
