Living outside of the US won't necessarily put him at an advantage over other applicants for USNA. There is a specific admissions officer for overseas students. Someone on this site will probably be able to address this.
If he's got solid grades and SAT scores he doesn't really need geographics to work in his advantage at Norwich, VMI, and Citadel. Is he doing the french bac? or IB?
Definetly go and visit. I did an overnight at Norwich at the end of March in my Junior year. Really liked it. I've applied to Norwich, VMI, and USNA. Even though VMI and Norwich are both military colleges, they are different. Norwich has both civilians and corps of cadet students. This works for some people not others. Seeing civilians party every night while your camped up in the barracks preparing for inspection at midnight on friday can be rough. VMI is all corps of cadets. There are also different leadership styles at VMI and Norwich, something else to consider. Both schools will get you the commission in the end. Can't go wrong with either.
If he's going to go, make sure he does an overnight. VMI has specific overnight weekends, I think there are 6. The dates are on their website. Norwich allows you to do an overnight almost anytime throughout the academic year. I wrote up a thread on my overnight at Norwich if you want to read it. I highly encourage the overnight. Don't just visit, do the overnight.
Continue researching specific aspects of the school. It's an important decision. Make sure it is an informed one.
