If that's your entire profile, then you have little chance.

Somehow, I don't think that's your entire profile though. With the tiny amount of information you've given, none of us can give you a real answer. What you've done is give us the biography of the quarterback and asked whether the team will win the super bowl. We need the whole picture.

Look around here. By now there must be 30 or 40 threads just like this. Soak up all the info and then ask questions.

I think the native indian part will help you. 2009 WP only had a handful of NI.

Things I left out

ACT- composite score 22 (retake in October)

Awards in JROTC
Superior Cadet
National Physical Fitness Award
SAI/AI Leadership award
over 200 community service hours

Extracurricular Activites
Raiders
Color Guard
Sabres (tutoring)

Odds are, that will be a real show-stopper unless you improve significantly.

Take the SAT too. Some people will perform better on one standardized test than the other.
There is a big discrepency between your GPA and test score. Your GPA will be evaluated based on the classes you took, what classes are available at your school and your school profile. Admissions values the ACT/SAT scores more than GPA because they ARE standardized tests. It's hard to compare every high school and curriculum but easier to compare test scores.

Re being an American Indian. This is an under-represented group and West Point values diversity (concur Dadandgrad?) but you must be qualifed scholastically, medically and physically no matter what your race/gender/ethnic group is.
Everything else looks good but listen to what Scout said. The test scores need to come up to be truly competitive.

my profile just reopened and now im working on my application. I plan on retaking the ACT and getting a higher score.
