Passing Army APFT and Stipend

If a scholarship recipient does not pass the APFT right away (say to complete rehab from minor summer injury) does that cost them some of the freshman year stipend or will they get caught up on the stipend once the pass the APFT and contract? For example, if school started in September and the APFT is passed in November, do they lose 2 months of stipend or is payment just delayed?
 
Unfortunatly if they do not pass the APFT they will not recieve the stipend. Once they pass the APFT with at least the min. scores they will begin recieving the stipend, they will however not recieve any back payments. One thing to remember also is that the tuition is not paid until they pass the APFT, you may need to talk to the finanmcial department at the school to let them know what is going on, the ROTC may also keep in touch with them as well.

My daughter passed the PFT on the first testing day back in Sept and has been told that when the payments kick in, most likely late this month or in November, she will be paid for September as well. Same with tuition, just as long as you pass the PFT during anytime in the semester, you will reimbursed for your tuition. Every year, they have at least one person that doesn't pass the PFT until the last week of the semester.

I think you two might actually be saying the same thing or at least your answers are similar. K2RIDER's Cadet passed the PT Test in September. She will be paid stipend for September even if the 1st payment does not occur until November. This isn't really a 'back payment' in the sense of payment of stipend for the month the PT test was passed. If school started in August that month may have been lost for stipend eligibility. It is our understanding if the PT test is not passed until December, payment for Stipend will not be paid for Aug/Sept/Oct/Nov. However, full tuition, will be paid. Could be wrong and it is likely in CCR 145-1.
 
I apologize, I may of been a bit unclear in my response. If you do not pass the APFT on the first try or evn up to December you will receive the entire tuition payment once you pass. I was speaking more to the stipend. Your daughter passed on the first try so she will of course recieve the entire stipend from the beginning of school. The question is more for those who do not pass on the first try. I am not sure if different schools handle this the same. My son's school requires that the PT test be passed befor you recieve the stipend, if a cadet does not pass on the first try they do not recieve their stipend until they do pass, they could lose the stipend for the previous month. The tuition is paid in full even if it takes a few tries to pass.
One other thing to remember, the cadets will be filling out a 104-R form with their advisors that outlines classes for the entire 4 years of college, of course there will probably be changes throughout the 4 years but they require this form at the beginning of the freshman year. There was a deadline for this form to be filled out. Due to some scheduling conflicts that needed to be worked out my son did not get his 104-R form filled out in time and he lost the first stipend payment, just a heads up that you might want to keep in mind.
 
AROTC

My son started school in August and passed the AFPT Sept. 8th. He had a direct deposit on Oct. 5th for the books and what looks to be a partial stipend. Either that or there were some taxes withheld. Not quite sure how they arrived at the amount since he didn't receive any type of statement yet, he just saw the money in his account last week. Needless to say, he was happy to see the deposit and didn't ask any questions on how the amount was calculated since he left for fall break the next day!

His school showed his tuition paid by "sponsor payment" in mid July. I'm sure the Army did not actually pay any money that early in the game, but the school showed the credit in advance. Interesting, especially since our state increased all stae tuitions in late Jule this year. Lots of scrambling needed by FA offices all oever the state!

4-1. Financial Assistance.
c. Subsistence allowance. All scholarship cadets are authorized a subsistence allowance. The subsistence allowance will begin on the date that the cadet enters the first term of college work under the scholarship contract or on the date the cadet meets all requirements for and is appointed as a scholarship cadet, whichever is later. The subsistence allowance will continue until the cadet has met all requirements for commissioning or has been disenrolled, except as provided below or by other law, regulation or directive. MS I or II cadets receive subsistence allowance for no more than ten months of the academic year or the actual duration of the academic year,
whichever is shorter. MS III (through MS IV year) cadets receive subsistence allowance for no more than 20 months uninterrupted except while attending Advanced Camp and Cadet Troop Leader Training (CTLT) during the Junior and Senior years. MS V (extended benefits IAW Headquarters, Cadet Command approval) cadets receive up to 10 months subsistence, which continues uninterrupted after the completion of the MS IV year. The /CCIMS Student Management Module must be updated promptly IAW Headquarters, Cadet Command guidance and the BN must ensure pay is continued or restarted as applicable to the circumstances of the cadet.
(1) A scholarship cadet unable to contract upon entry into the ROTC program may participate as a non-contracted student pending decision by the proper authorities. Non-contracted students will not be paid scholarship benefits or subsistence until found fully qualified for enrollment/contracting and actually enrolled/contracted. These cadets are entered in the CCIMS Student Management Module as status "R". Retroactive benefits for tuition and fees may be requested if the delay in contracting was through no fault of the cadet.

4-3. Retroactive Benefit Requests
a. Eligibility is based on the following information:
(1) The cadet applied for the scholarship during the term for which they are seeking reimbursement.
(2) The battalion scheduled the cadet’s physical examination at the time of application.
(3) The battalion initiated all administrative waivers at the time of application.
(4) The cadet performs all follow-up actions (i.e. responds to remedials) within a timely fashion.
b. The request package will consist of:
(1) CC Form 131-R.
(2) Detailed Time Line. The timeline will explain when all key actions took place (i.e. when the cadet applied, when the physical was scheduled, when waivers were submitted, when remedials requested and completed, when fully qualified). Sample timeline is at Appendix C.
(3) Current Transcript. If the request is for a current freshman, then a copy of both the student's high school transcript and current college transcript are required.
c. Requests will only be considered for one semester/quarter. Applicants who have not completed their eligibility requirements within one year will not be eligible for retroactive benefits. The PMS must decide to continue to hold that scholarship allocation for future benefits payments for those students needing more than one year to complete their eligibility requirements.
d. Requests will be forwarded to HQ, Cadet Command, ATTN: ATCC-OI.
 
Stipend

Thanks for the extract. The CCR145-1 I have is Rev: 09/04/09. It is a different subparagraph but the results are the same. Contract, get subsistence allowance (stipend).

My DD did accumulate late fees on Tuition between the start of school and the date she contracted. I haven't had her look lately to confirm all were reversed but the school can charge late fees they will not be reimbursed.

Short answer, no.
My roommate and I are in ROTC. Neither of us passed the APFT when it was first offered. The second time it was offered, he passed. He just got a check for a prorated stipend and his book money. Nothing for the month when he didn't pass. Since I failed(by two pushups:unhappy:) I have not gotten any money yet. The stipend is not retroactive.
 
The stipend is NOT retroactive if you don't pass. The way it works out is the Cadet loses about $10 per day.

The day you become a Contracted Cadet is the day the stipend starts. (Not the day the deposits may start.)My son passed the Friday of the week that school started, which was 8/27/10. He didn't contract until Monday. All the paperwork was finished. His first deposit for that time frame was $10.
He now gets $150 deposited on the 15 and the 1st of each month.

He got the $10 paid on 9/8. Then $150 on 9/15 and another $150 on 10/



His ROTC is now putting in the paperwork so we can be reimbursed for his room and board.

Books were reimbursed on 9/10.

His friend passed much later and didn't receive the back stipend.
