4-1. Financial Assistance.
c. Subsistence allowance. All scholarship cadets are authorized a subsistence allowance. The subsistence allowance will begin on the date that the cadet enters the first term of college work under the scholarship contract or on the date the cadet meets all requirements for and is appointed as a scholarship cadet, whichever is later. The subsistence allowance will continue until the cadet has met all requirements for commissioning or has been disenrolled, except as provided below or by other law, regulation or directive. MS I or II cadets receive subsistence allowance for no more than ten months of the academic year or the actual duration of the academic year,
whichever is shorter. MS III (through MS IV year) cadets receive subsistence allowance for no more than 20 months uninterrupted except while attending Advanced Camp and Cadet Troop Leader Training (CTLT) during the Junior and Senior years. MS V (extended benefits IAW Headquarters, Cadet Command approval) cadets receive up to 10 months subsistence, which continues uninterrupted after the completion of the MS IV year. The /CCIMS Student Management Module must be updated promptly IAW Headquarters, Cadet Command guidance and the BN must ensure pay is continued or restarted as applicable to the circumstances of the cadet.
(1) A scholarship cadet unable to contract upon entry into the ROTC program may participate as a non-contracted student pending decision by the proper authorities. Non-contracted students will not be paid scholarship benefits or subsistence until found fully qualified for enrollment/contracting and actually enrolled/contracted. These cadets are entered in the CCIMS Student Management Module as status "R". Retroactive benefits for tuition and fees may be requested if the delay in contracting was through no fault of the cadet.
4-3. Retroactive Benefit Requests
a. Eligibility is based on the following information:
(1) The cadet applied for the scholarship during the term for which they are seeking reimbursement.
(2) The battalion scheduled the cadet’s physical examination at the time of application.
(3) The battalion initiated all administrative waivers at the time of application.
(4) The cadet performs all follow-up actions (i.e. responds to remedials) within a timely fashion.
b. The request package will consist of:
(1) CC Form 131-R.
(2) Detailed Time Line. The timeline will explain when all key actions took place (i.e. when the cadet applied, when the physical was scheduled, when waivers were submitted, when remedials requested and completed, when fully qualified). Sample timeline is at Appendix C.
(3) Current Transcript. If the request is for a current freshman, then a copy of both the student's high school transcript and current college transcript are required.
c. Requests will only be considered for one semester/quarter. Applicants who have not completed their eligibility requirements within one year will not be eligible for retroactive benefits. The PMS must decide to continue to hold that scholarship allocation for future benefits payments for those students needing more than one year to complete their eligibility requirements.
d. Requests will be forwarded to HQ, Cadet Command, ATTN: ATCC-OI.
