All my MOC applications must be typed or hand-written. The essay portion is hand-writtten only. Does anyone know the why behind this?

That's strange. I mean I can understand having to handwrite a printed out application. But an essay?
 
I asked this to a senator's aide last year to be sure that's what they wanted. She replied:

1. Primarily, to see if the candidate can follow instructions
2. Legible handwriting is a good indicator for them
3. Although it does not prevent plagiarism, hopefully reinforces that what is
submitted represent's the candidate's own thoughts.

Of three MOC apps, son did two handwritten and one on-line submittal
