Stipend problem

My son is a freshman scholarship cadet and his stipend has not been deposited for October and as of today, not for November. He has talked to the detachment about the problem and they say "They're working on it". A friend of his, in the same detachment, same situation received his in October.

Now what? He doesn't feel right about going to the Sgt's boss, but the Sgt has been really week administratively.

When the paperwork is straigtened out, will the stipend be put in retroactivly or is he just out the money? Same delay with the book reimbursement also.

My understanding is that the date from which he will collect the stipend is the date on the form he (and the Cadre) signed certifying his completion of the requirements (don't know the form number - Clarkson might know this). As long as that date is not FUBAR, he should get the stipend retroactive to that date. Book stipend should be 100% regardless of the date.

It sounds like a whole office function and I'm sure they are probably embarrassed about it. I don't think they will let it slide. I'd bemore worried about the scholarship being delayed as the bursar doesn't like waiting until spring for Fall's tuition. And that has bigger ramifications.
 
I'm pretty sure the Sgt isn't in charge of it. Your son needs to talk to the civilian administrators. They're the ones that know the system and should be able to help you. The Sgt might give him the paperwork, but the civilians process it.
At least that is how it is in my battalion.

But yes, the book money is a lump sum per semester and the stipend is retroactive to the date he signed the contracts.
 
The HRA or Human Resource Administrator is the person Josh is talking about. That would be a good place to start. The military screws up pay every once in a while, just sucks to be the victim of a screw up. They usually make it right though. If it's not in the bank by the first of November I would suggest seeing the HRA or the ROO. I am also assuming that your son is fully qualified, and something like a PT test or DODMERB has precluded him from contracting.
 
I should also add that if he's not getting paid he has every right to complain to the SGT, Major, Captain, and anyone else who will listen. One thing you don't screw with is a soldier's pay (or an employee's pay in the civilian world). Don't let you son be timid about what is rightly his. He'll be getting a nice check here soon, I'm sure.
 
Ask for the DFAS paperwork, sometimes it is a simple as the wrong routing number.

Clarkson is correct, go to the SGT and inform them of the issue. They will work on it for him. Have him then check back in a few days. Remember there might be more than him having this issue so it can take some time to straighten it out.

I hate to tell you it took our DS almost a yr to get his straightened out because DFAS swore they paid him. It came down to proving with bank statements that no deposit was ever made.

As others have state they will pay him retroactively.

OBTW the way DS figured out there was a problem with DFAS was nobody got paid.
