ROTC is Reserve Officers' Training Corps. Each branch of service has its own ROTC program, and qualified students can commission as an officer in that branch upon graduation.
Definitely apply to North Georgia College and State University. It is one of the six senior military colleges, which have corps of cadet programs. This program allows you to take ROTC courses and live the military lifestyle without a military commitment. Many cadets do go on to the military though. North Georgia has normal college students and cadets. It's a fairly small school (about 5000 students) and is in the beautiful city of Dahlonega. With your academics, I think you'll get in there. Also, the state of Georgia gives cadets some financial aid, whether you go into the military afterwards or not ( I believe it's about $1500 per year).
I would also consider applying to the other Senior military colleges. The Citadel in Charleston, South Carolina is probably the closest, but Texas A&M, Virginia Tech, and VMI in Virginia aren't terribly far either. Norwich, up in Vermont, is a bit further away. All are great schools with unique programs and locations.
Aside from Corps of cadet programs, you could still go to a "normal" Georgia college and participate in ROTC. All of the large universities should have ROTC programs (UGA, GSU, Tech, Ga Southern, etc).
