The processes are independent of one another. Many candidates will not even be found 3Q'd until after they receive a nomination and some who receive a nomination will not be found 3Q'd.
Certainly, if you have been found triple qualified by the Academy prior to selecting nominees an MOC can use this as a consideration for granting a nomination. They do want to nominate candidates with a good shot of winning an appointment.
