Who pays the fees?

As a parent, I most gratefully acknowledge that the Army has seen fit to provide tuition payment for my D. But, does anyone know if I am supposed to pay the $100 deposit and $200 room fee up front or wait for ROTC to pay for it? Seems silly to quibble over this amount in the scheme of things but if it is part of the "fees" paid you would think they would send some sort of paperwork.

Yes, you will be paying the various deposits (tuition/housing) out of your own pocket up front, as the university doesn't process the scholarship until your D arrives on campus and qualifies (passes APFT, finishes paperwork, etc.).

You (or actually your daughter) will get the deposit (tuition or housing depending on how you use your scholarship) back when the Army pays the university and her balance exceeds the payment required. She'll probaby turn around and use it for the next term's deposit (these scholarships are paid on a term by term basis). At the end of her last semester, she should net out the deposit under this pattern.
 
additionally, your daughter should be prepared to pay for her books up front. Depending on when she gets qualified, she will not see book money, or stipend for at least 45 after school starts. Have her save up her allowance and be prepared to "prime the pump".
