Likely the board will not review your son's app package again. Updates, like better SAT/ACT scores, etc will be added in by staff members in Admissions.
The board has thousands of apps to review, so once they assign a WCS (Whole Candidate Score) to a kiddo, they don't talk about them again unless something MAJOR comes up.
Picture if you will (this is how an Admissions Counselor described it to me) a giant spreadsheet with candidates scores and nomination sources. Admissions will be shuffling candidates around, selecting someone off of Congressman XX's slate, maybe moving that candidate to another slate (Supe, ROTC, another MOC, VP if qualified, nominated to other slates) to allow them to select another candidate off of Congressman XX's slate......and so on and so on........ If there are several candidates (or more) off a Congressional slate with outstanding scores, they will be working the nomination sources to offer as many as possible nominations. On the other hand, if some MOC's slate is "weak", they will select the top candidate from that slate, offer a nomination, and the others will fall in the national pool as their scores reflect. When you factor in the "needs of the Navy", recruited athletes, it gets to be quite the tangled web. That is what is going on now in Leahy Hall, the home of Admissions. The board continues to review candidates and assign scores.
Also, some slates are doubtless incomplete. What I mean is, some candidates have not been reviewed by the board yet. After all, candidates had through today, I believe, to complete their applications. Admissions waits until they have the WCS for the nominees on each MOC's slate. So, you can be waiting even though your packet has been complete for months, simply because some other candidate does not finish theirs until today!
Frustrating, agonizing, it is all a true test of patience. A strong faith that things turn out the way they are supposed to and a solid back up plan are what you must rely upon at this juncture.
