Are cadets allowed to have video cameras at West Point (I'm not referring to cameras in a phone)?

Yep, cadets can have video cameras. There aren't really any restrictions when it comes to cameras, even for plebes.

This is kind of a corollary, but I feel it's worth asking: do plebes have media restrictions. I know that at USNA all of plebe year they're not allowed to listen to music, use iPods, use computers for anything other than work, etc. Does the same hold true for USMA?

Yes and no. Yes in that individual companies will place restrictions on what kind of media you can watch. No in that there is nothing that, per se, prohibits you from certain media, but there are rules that limit when and where you can watch certain media.

For instance, in my company a proficient Plebe is allowed to watch movies, play games, etc when it is not ESP or on weekends.

However in other companies the Plebes are not allowed such things.

It really all depends.
