My chemistry teacher said he mailed a letter to West Point for my teacher evaluation, but I thought the evaluation was an online process. My other teacher evaluations were done the exact same day or a day after I sent them the email, I know this because I had a green check next to my name. So I know it should be much quicker than sending a letter in right? So does my teacher have to do something different?

I believe your chemistry teacher misunderstood what he was supposed to do. The evaluations by your math, english, chemistry/physics teachers that West Point wants are only done online. Your MOCs will probably request several letters of recommendation and that's where the paper letter goes. My cadet's AP physics teacher wrote one of his letters of recommendation for his MOCs' applications.
