I am under the understanding that all USMA cadets get active duty when they graduate. What about cadets who are on a 4 year, 3 year or 2 year ROTC scholarship? Are they in the same "boat" as the top priority or are they still in the pool of all other ROTC cadets and considered as secondary priority to the SA's?

How competitive is it for, say a cadet at VMI, to branch active duty in the Army upon graduation?

Not entirely sure, but I think I saw over in the ROTC forum that scholarship is irrelevant -- the only controlling consideration is where you post in the OML for AD. Active discussion in ROTC forum. Take a gander.
 
Having a scholarship is irrelevant. Attending VMI is relevant as it's a Senior Military college.
If you go to VMI, have the recommendation of the PMS and are qualified you will commission Active Duty.
