Questions about nominations, slightly confused?

Short version.

1. Each member of congress (both houses) is allowed to have no more than 5 cadets/midshipmen at any academy at one time. Note: those are "charged" to him. If another person is appointed that was nominated by that member of congress, but was selected as a "qualified alternate" they do not count towards the total of 5.

2. If a MOC uses the "competitive method" then he/she will nominate up to 10 folks for each opening they have. They then let the academy "rank order" them and the top qualified of the 10 will be offered the appointment.

2. If the MOC uses the "principal/alternate" method, they will name on nominee their "Principal" and the rest will be "alternates." By law, the principal will be offered the appointment if they are fully qualified (medically, athletically, academically).

The academy does not nominate; the MOC does.

So do those 10 candidates have a nomination from the congress or does only the top qualified candidate have the congressional nomination? Sorry if I sound ignorant, the process is just pretty confusing to me.
 
Re-read my post...it tells you the MOC nominates the candidates. The "type" of nomination is the potentially confusing part.

If the nomination is a "principal with 9 alternates" then the Principal will be offered the appointment if all the facts are as I said previously. If its simply "10 competitive nominations" then the SA will do the selection based upon the most qualified of the 10.

But they'll all have nominations from the MOC.
