NROTC application, now USNA information

I'm just a little confused. My son applied for an NROTC scholarship. He just received a letter in the mail saying he wasn't competitive for the USNA, so please submit official transcripts to be considered. My son has never applied to the academy. Just wondering if applying to one automatically considers you for both? I thought I've read here that it does not.
 
Did he open a PCQ packet on USNA by accident and never completed it? Did he have his SAT/ACT scores sent electronically to USNA?

Honestly, I wouldn't worry about it since this was never his intention in the 1st place and NROTC was, just move forward with the scholarship process.

It does open an application for USNA automatically by applying or receiving NROTC, at least it did for our son 09/10 school year. He well understood USNA life and admired it but knew it was not for him and never considered applying. He never even went on their website, but he did receive periodic reminders from USNA reminding him to finish his application. He was even offered a candidate visit weekend at USNA so I'm guessing they also share test scores with NROTC.
