I understand that relatively few LOA's are sent out, but is it possible to receive an LOA before granted a Nom?

Also, I just had one of my MOC interviews with the others already schedules for later this month. How long is typical when it come to hearing whether or not you received a nom?
 
Yes it is. Usually a nomination and medical qualification are the conditions that must be completed in order for your LOA to be turned into an official appointment. However, most people who receive an LOA have their whole file complete besides the two things I listed earlier. Each MOC is different when announcing his/her nominations, although most are announced December-January.
 
There has been quite a few LOA's sent out already. I received my LOA before my nomination interviews.

My DS received an LOA last week and had his second MOC interview yesterday. They had the LOA paperwork.
 
All of your members of Congress will be forwarded a copy of your LOA from USNA.

If you look at the very end of your LOA, there's a "Copy to:" list.

I believe the deadline for nomination slates is January 31. So even if your member of Congress waits until then to tell you (which they usually wouldn't), you should know by February or so. You'll see the nominations listed on CIS.
