I've received a letter saying I am fully qualified and then yesterday I received a letter from my Senator saying I received his nomination. Will I receive an offer of admission from West Point?

Congratulations for being fully qualified with a nom. Now, you will wait to see if you are appointed. Unfortunately, you are just beginning the waiting game; you have no guarantee of appointment unless you have received a "letter of assurance."

Or you received the principal nomination as opposed to being on a competitive slate.
 
In other words, if you DO NOT have a letter of assurance (LOA) and you DO NOT have a principal nomination, you are on the National Waiting List (NWL).
