Chance of getting an appointment?

Good chance but not definite. Now getting a senator's nom is kind of impressive, but all noms from MOC are virtually the same (not putting into consideration principal nom, first alternate, second,etc).
In my area, Senator A is your first shot, then your local congressman, and finally Senator B who fills in the gap.
I think 65-70% is a bit on the high side for 3Q'd with nom is concerned. My casual observation in my area is that 40% would be a safer figure. At this time in my area I would estimate that we have 2 to 3 3Q'd with nom for each appointee, BUT bear in mind that this still is fairly early in the offer phase.

I assume he wrote a strong report for you towards admissions.
However, it is up to admissions to decide whether they want you or not.
This is what you do know though:
you are indeed qualified; at least he thinks you are very qualified.
You can be very qualified and still not receive an appointment (race, location, outside factors, etc).
The only thing you can do right now is to wait. Maybe send some updates for your file. Beyond that, no one knows/there isn't much you can do

The answer is it depends. Sometimes it could and sometime it won't.
For example, I had a candidate who, in my opinion, given the facts I had, was a top 5% candidate. The candidate ended up being rejected by the Admissions Board (did not get scholastically qualified).
On the contrary, the candidate, who I ranked just below that, was found to be qualified by the Admissions Board.
So I either clearly missed the mark OR there was something else I was not privileged to.
Also, BGOs, obviously, don't sit in the Admissions Board, so we have absolutely no idea on the mindset of those saying "yay" or "nay" when it comes to your record being presented.

I am also wondering about my chances of receiving an appointment to USNA. I have three nominations: 2 from MS Senators and the one from my Congressman. I nearly perfected my CFA with the exception of my run which was a 6:56. My ACT scores were as follows: English 27, Math 26, Science 25, and Reading 25. I attended NASS and I'm just wanting to see if I have a shot.

As the BGOs who post on this board will tell you...only the board knows your chances. There are tons of statistics from past years and they can be cut dozens of ways but at this point the only statistic that counts is binary. Yes or no from the admissions board. My DD also has three nomination sources with all the accolades from a highly successful High School career and athletics yet we are still waiting (she more patiently than mom and dad). It will be no different if you earn an appointment as you go through your military career. You take care of what you control but you just never really know what the selection board for your service choice, command screening board, <insert competitive process here> etc will choose. There are very few who go into such things knowing the outcome. Those who are the top and those who clearly don't make the grade. Good luck. The waiting is the worst and it sounds like this year will be longer than in the past as they have to cut to a smaller number of Mids. The only thing keeping my DD sane is she has plans B thru D already in place and approved and is distracted by state championships for her sport for the next couple weeks.

I see you as having more of a chance of getting an invitaion to NAPS due to your math score. USNA really wants a high math score and a 26 just isn't quite there.
