Possibility/Likelihood of Transferring Scholarships?

So I received back in Oct/Nov a 3yr AD AROTC scholarship and a 4yr NROTC scholarship.

Both were selected at USC (University of Southern California).

At the time when I spoke to the PMS and the Naval instructor (PNS?) they both said that they would recommend me for the scholarship (which worked, I got it) and that they also could help with my admission to the school itself.

Does the fact that I will not need financial aide and that the government will be paying for much of my education aide my admissions file? Does the PMS or PNS have the admission's director's ear, per say?

I am merely wondering, because if I in fact do not get admitted to USC, what is the likelihood of transferring an AROTC or NROTC scholarship to another school that:
1.) I have already gotten into
2.) Costs about HALF as much as USC
3.) But... the major is "Construction Science," not Mech E (what I put for NROTC).

Is it very difficult to transfer the scholarship? Easier because I'd be going to a cheaper school? What do you guys think?

If NROTC, the Major is going to be an issue. You need to verify with the PNS or NROTC Freshman Advisor that "Construction Science" falls within the Tier that your scholarship specifies.( Tier I, Tier II or Tier III)

If AROTC, major used to not matter, but I heard it will starting this year. What does your Award letter specifically state with regard to Academic Discipline Mix? In any case, only the PMS or ROO can answer that b/c they keep the list of majors at USC that fit within ADM1, ADM2, ADM3, and ADM4.

Is it very difficult to transfer the scholarship? Easier because I'd be going to a cheaper school? What do you guys think? Going from USC to UCSB, UCIrvine, etc. (I list those b/c it is not likely you'll get into UCLA if you don't get into USC) will be a higher probability than going from USC to Claremont (AROTC), or USC to USD (NROTC) because it is less costly, and generally there is more room in the larger public school Batallions.

I have a similar question about the likelihood of transfering into Iowa State.

Does their unit normally fill up (out-of-state)?

Any stats about this year?
