Just out of complete curiosity, is it possible to commission into the coast guard through a ROTC?

No, the Coast Guard does not have a ROTC program.

The only options are the Coast Guard Academy or completing college and applying for OCS.

There are other programs but for high school grads these are the options.

Sort of. The Coast Guard has a program called the "Direct Commissioning Selected School program" which allows graduates of the Senior Military Colleges to apply for a direct commission- part of the requirement is completion of ROTC thru one of the other services. In the last several years since this was established, I know that VMI has commissioned a couple of Cadets each year in the Coast Guard. Similarly, it has a direct commission program for graduates of the Maritime Colleges. But it does not have it's own ROTC program.

The Citadel also has this program and they have a fair number of grads who commission through OCS as well
 
There is one other option: CSPI (College Student Pre-Commissioning Initiative). This is a scholarship program and it is as close to ROTC as you will get if you want a commission. Great program; however, there is a really large diversity recruitment initiative behind it. It used to be that any student who attended a university with at least a 25% minority population enrollment could apply and get a commissioning slot, but it has changed to students who attend one of the schools listed (below in link) in their guideline: a school that is a member of the HBCU (Historically Black Colleges & Universities), HSI (Hispanic-Serving Institutions), TCU (Tribal Colleges & Universities), or the University of Guam, U Hawaii (at Manoa, Hilo, or West Oahu), Argosy University (Hawaii), or the Institute of American Indian and Alaska Native Culture. Don't really know if I completely agree with such a drastic diversity recruitment initiative, but here's to seriously hoping your school is somewhere in these lists. If you're sure your school isn't a member of these organizations at all, it doesn't matter: go talk to an officer recruiter anyway. Best of luck.
