The forms to-be found on the right side of the candidate portal are not there yet. Included will be the SOE forms. My question is this: If the SOE forms will not show up until mid-august, then does that mean I wont be able to use teachers from my junior year? I ask this because i will be moving immediately after this school year and am not sure than i can build up strong relationships with teachers in such a short amount of time before the forms will be due.
 
You don't need to use your current teachers. Also, last year the SSK (which is when you'll be able to submit SOE contacts and whatnot) opened just before July (not sure if it changed for the class of 2017).

You can get your teacher's contact information before leaving, and notifying them about the SOEs (which is electronic - they get a link at the e-mail you've provided) so they fill it out ASAP.
 
BillSL, as an international student and that you are moving...make sure you get a regular e-mail address for your teachers--esp. math and English...as well as your other best subject or mentor.
International school teachers are independent agents...when they go on vacation during the summer or if they are transferring schools, the losing school no longer has access to them and the teachers no longer have valid e-mail addresses at the old school.
Don't be like Captain America whose English and Math teachers departed our town immediately following the end of school and then Capt. America was writing to international schools in Brussels and Warsaw to try to track them down to do the recommendation.

Oh, I didn't reply to your PM. I've got an appointment already! I managed to get my teachers to fill-in the SOEs before the July break. And my teachers were regular teachers.

And the term used by the USMA for my situation (well, former situation) is *overseas candidate (an American citizens who happens to reside overseas when applying).

(International student, as far as I am aware, are citizens of a foreign nation who come to study at West Point sponsored by their government and then will serve in their country's military.)
