My Dad's good friend is a Naval Academy Graduate, and he said that if you get appointed to a different Service Academy and you want to switch and there is someone else who wants to you can do this. Is that possible?

Technically yes... called cross commissioning. As for switching/trading appointments...no.

However, it is very difficult to cross commission (like, 0-5 people a year) and not always possible. Therefore, apply only to the academies you are interested in
 
There were one or two from CGA 2012 who wanted to cross commission and were denied.

However, there was one mid/grad from USNA who did cross commission into the Coast Guard this year.

I think that's because a CGA 1/c cadet (with a billet already assigned) left before graduation / commissioning and the CG had an available job to put the mid into.
 
Perhaps in the days of yore...when appointments were more of the patronage variety one MoC could negotiate with another for the switch and the academies would turn a blind eye.
