As posted above, you won't get to be within touching distance of your Plebe until after the noon formation on Friday.
However, you may be able to watch him (or her) marching in formation prior to liberty. IF you know where they're at in their company formation. Happy "Waldo Watching."

Practices CAN vary from year to year. It is best to wait until you get the official scheduled from USNA for THIS year to know the exact plan. What they did/didn't do in some prior years may not be relevant.
Looks as if plebes have liberty starting Friday after noon meal formation. There are activities for parents on Thursday and on Friday morning. The Thursday activities are designed to give parents who arrive early something to do. If you're at USNA by Friday noon, you're in good shape in terms of seeing your mid. However, there are some worthwhile events on Friday morning for the parents. And you don't want to miss the noon meal formation!
In answer to the OP's question, you won't be able to spend time with your mid until Friday afternoon. You may "see" (as in glimpse) your mid on Thursday but it would only be that -- a glimpse.
