How competitive is NROTC at U Illinois?

Are there a lot of non-scholarship students in the program do you know?

Don't know specifically about U of Illinois, but typically most of the kids in the program are non-scholarship and they are very hungry. So... I would say yes, its very competitive.
 
^ agree. I'm pretty sure that most MSI and MSII cadets on just about every larger campus are not on Scholarship. They compete, and some win 3.5, 3, 2.5 or 2 year scholarships with the assistance of the cadre (and sign a Scholarship ROTC Cadet Contract), http://www.missouristate.edu/assets/milcsi/DA597_3_Scholarship_Cadet_Contract.pdf and some are accepted into Advance Standing (last 2 years) and sign a Non-Scholarship ROTC Cadet Contract http://armyrotc.missouri.edu/pdfs-docs/Forms/a597.pdf . With a Contract comes the monthly Stipend, and a legally binding commitment by the cadet to serve eight years in the US Army -- either 4 year Active Duty + 4 Yr. IRR, or eight years Army Reserve or Army National Guard.
