3 year AD AROTC question

Can anyone confirm that the mileage reimbursement for contracting is only a benefit for those with the 4 year scholarship and does not apply to 3 year AD?
 
Per 3-53.b of the attached PMS policies and procedures manual link (page 29),

there is an authorized Travel reimbursement one-time for a scholarship cadet reporting to enlist in the ROTC at school.

Did you mean other sorts of mileage reimbursement?

Yes I'm referring to the one time travel to school reimbursement.
I'd read this before and noticed the 1996 date and wondered if it had changed and see the revision date says 2011. So here's my question: would it be appropriate for the student to inquire if this would apply in August 2012 when they've already been told it is only for 4 year scholarship winners?
 
Yes. I wouldn't expect the civilian HR contractor in every Battalion to have a complete understanding of the Entitlements available to scholarship cadets. I also wouldn't expect the PMS or other cadre to know more than the HR person... so you're as good as your HR person when it comes to some things.
 
I'd definitely ask about it. The worst that can happen is them say no. Even if it is for 4 year scholarships only, they may be able to find a back door to get you paid.
