NROTC application is missing

Last week with much stress and running around the regional officer confirmed that my son's application had been sent and everything was complete. Monday I checked again with this regional officer assigned my son's application because the website still showed some things outstanding. She assured me his application had made it to whereverit needed to go.
Today I called Pennsicola because nothing changed this whole week on website. Mrs L double checked and it's never been received (CNRC?). I phone the regional officer late this AM and she realized she needed to find out what happened?? She said she would update me. My son got no response from email he had sent yesterday.

Obviously he was never reviewed but has an application ever been lost? And what should my son or I do??

Greatly appreciated. My son has been so organized with this whole process and USNA application. On Monday he told me that his application status had never changed and was still showing some forms outstanding. Even the Dodmerb qualification came fairly smoothly.
What frustrates me is that when I checked with local guidance officer on Monday because website did not change, she told me "I assure you, it 's where it needs to be". That's what I told my son.
 
In almost the same situation, 2013

Can you please tell me what the response to this was? I see there was a PM. We find ourselves in almost the same situation a year later. Very frustrating. Thank you.
