Edelahanty has a point.
VT does not offer IS for OOS. Out of state TUITION only for 12/13 yr is $25,900 compared to 10,900 for IS. If it goes up even 5%, which is low, they are looking at 32K for next yr.

We all know you never wanted to attend ECU. We hoped that once you got there you may have changed your position.
It appears you haven't.
I would go forward if you really want to get out of ECU, but understand the cost you may need to ante up with, be it loans, or whatever,
College is only 4 yrs. It is part time compared to AD.
JMPO, but I think you would be better off trying to transfer now back to your original choice last yr. I believe it was NCST.
Here are my reasons why:
1. You are an NC resident, and many of your HS friends are there.
~~~ College is also part social. Going to VT, many of these students have had 1 yr of bonding. You will enter as a soph.
2. VT campus is not like Greenville, it is like Goldsboro. A small town. If you are from Cary or Raleigh, Blacksburg will be a small water town.
3. SMC life
~~~ You have tasted freedom. VT cadets will live in cadet dorms. A lot of the freedom you have now will be pulled back.
As I have said, I have questions. You never wanted ECU, went for fiscal reasons. You now are saying you want an SMC, why didn't you apply to VMI or Citadel?
Have you walked on VT. Our DD is there and to say she loves it is an understatement. She is not ROTC. Our DD would have rather had pins placed in his eyes because where VT is located and their academic program.
I love VT. I am pro-VT.
OBTW, EDelahanty, has a great point, if you are now going to go 3.5, because of transferring, it could be that the fat lady already sang since now you want to transfer to a college that will cost them 75K AND you will not graduate come May 2016. Graduating in Dec. will be FY 2017, not FY 2016. You are asking HQ to give you 2 things...OOS tuition AND not reporting for AD in the yr they planned for last yr when you got your scholarship. You are messing with not only their budget, but man power needs.
I wouldn't talk to your unit. I would pm Marist or Clarkson. They can give you the best guidance.
I would contact admissions to see if you are a competitive candidate. Be prepared for the vague answer of just apply. In VA. VT is NCST. ECU is VCU.
