Ok so an ROTC scholarship does help? Are you able to transfer schools with an ROTC scholarship, by transfer I mean transfer to West Point?
If you're on scholarship your first year, you are not contracted by the Army. So you can leave without any obligation. No discharge or anything since you're not contracted.
I'm assuming in your case, you mean reapplying to USMA while on scholarship. For first year, you wouldn't owe any money should you choose West Point after. And you would be allowed to do so.
I'm fairly new in ROTC so I'm very green in this area; check out the ROTC section on the forum.
I do suggest applying though; it doesn't cost you anything besides time.
