I understand the VP, most of the time, has just one vacancy to nominate for- but I was wondering if he could nominate multiple people for a single vacancy, but have only one charged to him - and the rest would go to the NWL?

The VP slate is like the Presidential, unlimited in the amount of noms., but can only be charged 5 at any given time, so in essence, 1 a yr.

Wow! We didn't realize he could nominate more than one! So if you just have a nomination from the VP (but are not the "one" charged to him), plus you have an LOA... Then that can be your pathway in??!! Assuming you are qualified medical, CFA etc.??

The VP nom is more akin to a Congressional nom.
WP creates a slate of 10 (for each available vacancy) from all VP nom applicants and chooses one vacancy winner per slate.
The other 9 on the slate are qualified alternates and can be appointed pursuant to USC 4343 (the equivalent of 6954 for USNA) in a 3:1 ratio, Congressional noms to Service connected noms.

The VP and Presidential nom systems do not work the same way. Everyone who applies for a Pres nom and is qualified (based on military service of parent) gets a Pres nom. 100 appointees can be slotted to the Pres, but the nomination pool is potentially unlimited.

I'm not sure how many nominees there are for the (usually) one slot the VP has open each year but everyone who applies for a VP nom does NOT get a VP nom. I'll go with Bruno on this one and say there are 10.

If everyone who applied for a VP nom got one, then everyone with an LOA who applied for a VP nom would receive an appointment and I can tell you that does NOT happen. And it would totally defeat the purpose of MOC noms and turn the nom system on its head.

The bottom line is that you should NOT assume that, if you have an LOA and have applied for a VP nom, that your appointment ticket is punched.
