QNS to ROTC Scholarship

When I had my ROTC interview, i was told that if i was unfortunately QNS from WP then I would receive a 3 yr scholarship as an alternative offer. Is this true?

I have heard through these boards that his occurred in some cases over the years, but there is absolutely no guarantee. Keep working plan C just in case.

My understanding is that his happen two years ago to a great extent. Last year it happened but not to the same degree. This year it will happen but probably less due to budget problems.
THERE IS ABSOLUTELY NO GUARANTEE THAT YOU WILL GET THIS OFFER IF YOU ARE QNS.
