Is anyone familiar or know of what is meant by getting into USMA from a "Superintendent-designated outreach slots."

My guess is getting one of the Superintendent's 50 appointments. The Supe has discretion to appoint upto 50 cadets.
 
From US Code Title 10 › Subtitle B › Part III › Chapter 403 › § 4342


(d) The Superintendent may nominate for appointment each year 50 persons from the country at large. Persons nominated under this paragraph may not displace any appointment authorized under clauses (2) through (9) of subsection (a) and may not cause the total strength of the Corps of Cadets to exceed the authorized number.
 
Outreach is a term used for minority admissions.
My guess is that there could be a number of Supe noms reserved for minorities. But I've never heard of that so it's just a guess.
