This is for Director Mullen or anyone else who can answer (I mention him because he seems to be exceedingly helpful).

Long story short, due to the sequester, I have had my Army ROTC scholarship offer removed and it has been replaced with a contract. I do not plan on accepting that contract, and I plan on considering a few other options (e.g., Marine Corps PLC).

My DoDMERB is still processing, and I would like to cancel or redact the records to protect myself in future employment endeavors. I had a pretty wild childhood to saw the least (just found out who my biological father is, don't know much about my mother, etc.), and I want to ensure that there is nothing on record that can be used against me in the future.

Second, if I were to attend Marine Corps PLC, would my answers at MEPS be cross-referenced with those that were given in the DoDMERB form.

Any military route you consider, including PLC, is going to require the DoDMERB physical at some point. Were you told the sequester is what impacted the scholarship or is this only your surmise? I somehow get the impression that its:
1. somehow linked with the DoDMERB and
2. you want to cut off your nose to spite your face
Scholarship offers are always dependent upon successful completion of DoDMERB. Usually, if this is unsuccessful, the scholarship is simply withdrawn. You were offered a contract in place of the scholarship which at least has some money coming in. It also, at least based upon your post, does not preclude a future on-campus scholarship. It seems to me they see something in you but cannot extend the scholarship for some reason at this point. If it is because of the sequester, you're being given the opportunity to accept the contract and prove you deserve a scholarship once you arrive. I'm not sure I wouldn't take the bird in the hand.

Keep in mind, they're trying to squeeze a years worth of cuts into 6 months (fiscal year) this year. Things may be better next year as a result. Or they may not. But if you think ROTC scholarships are affected by the sequester and PLC won't be I expect you are sadly mistaken.

Choose wisely.
 
This whole "scholarship replaced by contract" idea....is this something that incoming freshman scholarship recipients need to worry about?

It was described to me like this: Brigade has told Battalions level command that, due to the sequester, funding is being cut drastically. Whether Brigade or Batallions has decided to only offer contracts, I am not sure. I have a meeting with my Lt. Colonel next week.

My DoDMERB is pending, but I have nothing to disqualify me. As close to "perfect" medical history as some one can have.

In regards to the contract and scholarship comments, my Battalion policy is pretty concrete. If you are offered and accept a contract, you are not not going to get a scholarship. Scholarships are another avenue to add personel to the Battalion, not add to the wealth of those fortunate to be part of the program.

I was told that my scholarship has taken so long to process and is now being put in jeopardy because Brigade has been planning for, and, is now reacting to the sequester. That is coming directly from Cadre, no other source.

I can not speak for my Cadre or those at the Brigade level of Leadership (at the end of the day, Brigade decides near-to every thing), but I am sure it is going to devastate the number of scholarships they are able to award. I would recommend not counting on any Battalion-level awards, and applying for a national scholarship out of high school.

I can assure you that this decision in general was made at a higher level than Battalion or Brigade. The specific decisions in implementation regarding numbers etc would be made at the Brigade level. I don't doubt you're correct... I'm just dumbfounded by this. If scholarships essentially dry up I expect this will really hurt the pipeline.

I'm curious as to what the contract does to the length of the service obligation. Do you know?

Same exact length (4 years active / 4 years reserve). It is a difficult situation to deal with. You are absolutely correct, it is years worth of budget cuts crammed in-to a very short period of time.

To my knowledge, this is correct. It is handled by the Cadet Command, not individual Brigades or Battalions. But do not quote me on this.
 
Sequester

My son lost his scholarship he was awaiting a waiver. Thing is the eye dr contracted by the army never wrote his corrected vision. Hello he is blind as a bat without glasses or contacts. He applies for waiver jan 20 was approved march 20 . I was also told by a major this is obvious a waiver will be granted front him money you will be rembursed. Well I am in trouble now I am a young widow with 3 kids. Was told do not worry he is 1to get scholarship in June. He was offered to contract as well will thus affect his scholarship in June?
To say the least I am disgusted in our govt .
