2013 Commencement Speaker?

The president does not speak at the Academy, correct?

In 2006 President George W. Bush was the first sitting President to visit the Academy and delivered the commencement speech. FYI - President Obama will deliver the commencement speech at Annapolis this year.
 
It has happened once, but as a rule, no he does not. (At least not while president)
I would phrase it differently as there is no "rule". Only one has seen fit to speak at KP Commencement, but the President goes where he wants.

Including Obama's forthcoming 2013 address at the U.S. Naval Academy, U.S. presidents have given 21 commencement speeches in Annapolis, Maryland, plus 14 at the U.S. Military Academy (West Point, New York), nine at the U.S. Air Force Academy (Colorado Springs, Colorado), eight at the U.S. Coast Guard Academy (New London, Connecticut), and one at the U.S. Merchant Marine Academy (Kings Point, New York).
