Typically medical issues make an individual ineligible for command at sea. Color blindness. Injuries that occur during USNA years that don't heal completely or limit strength, mobility or sensory perception. Some communities are RL communities, even if some individuals within those communities are medically and physically qualified for unrestricted line.
