Does anyone know if candidates for the NROTC scholarship can have a scoutmaster provide a letter of recommendation? If so, how should this be indicated on the scholarship application?

I believe a Scoutmaster can provide a letter.

Here is some guidance from the NROTC application website

"Provide the names, mailing addresses, phone numbers, and email addresses for three required references: 1) a guidance counselor/school administrator; 2) a math, science, or English teacher (depending on program option), and 3) another teacher, counselor, coach, or employer. For teachers, please provide the mailing address for the school instead of a home address. These individuals will be provided instructions on how to complete the necessary forms. We will ask these individuals to evaluate you in several areas and to compare you to your peers; they will also have space to provide written remarks. You should select these individuals carefully as weight will be given to their comments."

I think it's a matter of interpretation as to whether a scoutmaster would fall into item 3. My own interpretation is that they wouldn't, but I also suppose 'coach' might be interpreted rather broadly.
 
Funny about interpretations. I thought Scoutmaster could fall under counselor or coach.

Its not crystal clear and we have two differing opinions out of two responders thus far.

Could always play it safe and go with choices which clearly fit the description.

I might just play it safe like you said. I have a teacher who I think could write a good recommendation.

Also, kind of unrelated but do either of you know what I should do if my school doesn't give class rank. My counselor gave me an estimate of what she thought my rank was, but it's not official. Should I use the estimate, or contact NROTC about not having an official class rank?

Lack of class rank is not uncommon. I think you could either use the rank estimate and perhaps explain it as such wherever you can write additional comments, or just state your school doesn't rank.
 
I had the same class rank problem when finishing my NROTC application. I contacted the help service and was told to enter 1 for both my class size and class rank and write in the remarks "My school does not offer a class rank."
 
The information says that the Navy or the Coordinator would contact the teachers with forms to fill out once we gave them all the contact information, but my DS's Coordinator just wanted them to email their reference letters to him. So those questions they would ask them would not have been asked. I'm concerned now. What if other candidates had their teachers fill out forms with specific questions and my DS did not. Anyone else told that the teachers need only send in reference letters?
