Is it a generally bad idea to continually submit and unsubmit an NROTC application to make adjustments?

Meanwhile, the boards were meeting and the units are filling up with each and every board. The faster you submit the correct information they are requesting the sooner your application will be placed in the queue.
A twist to add onto this is....the Plan A, B, C world.
Not only will the NROTC board award, but they will not talk to USNA board to see if the candidate was appointed. A majority of SA candidates will apply for ROTC as Plan B. A majority of ROTC cadets will never apply to an SA as Plan B.
It is what the AD world calls "MASKED". NROTC and USNA cannot see the results of each other's board OR if they applied to an SA. A USNA candidate can get picked up NROTC in Sept., and hold onto that scholarship until I-Day (July 2014). As far as NROTC is concerned that money is spoken for come the next board after receiving the candidates acceptance.
IOTW, the money pile was reduced by a lot every time for the SA candidates awaiting SA results. SA world results is called MARCH MASS MAILING. The bulk will not know until March 2014. That is also why NROTC allows transfers come April/May. However, financially it can be a factor for families at that late date, due to deposits for colleges.
Get it in ASAP, but make sure it is strong.
