Just kidding... But seriously, my son earned an AROTC 4-year national scholarship and started school last week. He had been in contact with the Cadre at his school and turned in all the necessary paper over the summer, including the dreaded 104-R. Now I believe he is waiting to take the APFT to finalize the scholarship. I think he was told that they wouldn't do the official one till October/November? Giving enough time for the other cadets to get in shape. But they take an unofficial one next week. He is taking the Room/Board option and from my understanding he won't get the money until he passes this. (No problem for him.) No deferment, so we are paying all out of pocket costs until then.

So here is the nuts and bolts to my question... Has anyone received their funds yet? When is it normally distributed? Will it be the same way each year?

Thank again for everyone's help!! Can always count on this crew for answers. :shake:

According to the HRA who spoke to the parents orientation, scholarship money doesn't start to flow until around October. My son is in the same situation although he was told that if he scores well on the practice APFT, it will "count" for his scholarship and he will be contracted soon after. But the money will still only start in October.

Have you spoken to the bursars office? At DS's school, they record the pending ROTC scholarship and I only had to pay the difference (a few hundred dollars).

I did speak to the bursar and the housing office, but since he is taking the Room & Board option, no deferments allowed. Oh well, I guess we will just hurry up and wait :) Do you know if this will be the same way each year? I think he may be the only scholarship winner at his school. They said they don't get many at his school, he is at a cross-town school. Thanks!

My DS's scholarship money was in his account before the first day of classes (last Monday), and he's already received his refund check ( his scholarships are more than the cost of attendance). I think it all depends on your HR person, to be honest.

It sounds like you've paid for the R&B out of your own pocket for this semester, so when the Army deposits the check with the Bursar, you will see a credit on his account.

That being said, you will probably not see that credit for quite a while, as many units (like my daughter's) don't get around to finishing the work until the beginning of the next semester. Most, though get it in during the current semester. Once that check is deposited this term, you can use it to pay next term's R&B, and keep it rolling forward.

However, most Bursars like to clean out the account at the end of the school year if the student isn't attending Summer term, so that spring check from CC will probably be refunded to him after all is said and done (and paid) for the Spring Semester. Take the check and pay for the fall.

Keep it rolling forward and when he graduates, let him keep the last term's R&B as his graduation present.

Best of luck.

Really? I remember reading paperwork stating that the money doesn't start flowing until either 45 days after the semester begins or until the cadet passes APFT, whichever is later.

if it takes 45 days to process than does this mean stipend money is not received for the months of september and october or do stipend payments and the book allowance come before tuition payment.

Really. Of course, my DS is an MSIII, so he passed his PT test and contracted two years ago. Maybe that's the difference?

JamesB - again, this is probably unit dependent. DS has received his first stipend check, but his $600 book money will usually hit about the first week or two of Sept.

DA Form 597-3 said:
(a) Scholarship payment for tuitions and fees will be made if the cadet remains actively enrolled as a scholarship student on the 45th day after the start of each academic year. The 45-day waiting period applies only to the first term of each academic year (usually the Fall semester/quarter). The waiting period will not apply to the second semester or to second/third quarters. If the cadet enters into a scholarship contract after the 45th day of the first term of the academic year, he or she is immediately eligible for scholarship benefits payments.
Not trying to insult you or anything; I just wanted to know so I can figure this out when I contract next year since what you said seems to contradict the above statement.

Or maybe this just varies Bn to Bn?

Not insulted, but not sure what else to tell you. Son's scholarship money has already been deposited. I'm sure it does vary somewhat Bn to Bn.

Oh okay - didn't really think it could contrast from the paperwork that sharply ... guess I will have to talk to HR and see how it's handled at my Bn.

I guess you're lucky that you don't have pay now and eventually be reimbursed like at some other schools.

DS's school account showed an ROTC credit as early as late July. I was so surprised. Not sure about the monthly stipend yet. I'll look at his account today to see if there is anything.

The school may have anticipated receipt of scholarship money from the guvamint, having been notified of your son's award.

Now that he's contracted, the monthly stipend and $600 per semester book allowance will be deposited directly by Cadet Command into his bank account and will not appear on a bursar's account.

Well done! on his passing the APFT

NROTC also has language about tuition payment posting 45 days after start of school, however DS had tuition paid in September his first year and in July this year. His monthly stipend started in September last year (retroactive to last week of August), not sure if he has started receiving it for this school year.

Jcc123 is correct.

If you are a 4 year scholarship cadet and you contract at the beginning of school it will take about 45 days before you will see a credit for tuition.

Once you have contracted and start your next semester you will most likely see your tuition credit before or shortly after the semester begins. Book money comes pretty quick as well....usually.

R&B is another story, that can take a while to get.

For scholarship cadets this year that pass their APFT and contract, your stipend should start the day you sign you contract, if it does not then you need to talk to your HR person right away.

My son uses his scholarship for R&B and is a MSIV. For the Fall semester he has always gotten his payment in early December and for the Spring, in February.
His friend who goes to another school and uses the scholarship the same way is on the same table each time.

His book money has always come early. I can tell you that classes started on August 21 and his book stipend was deposited on 8/28.

Thanks for the info. I think he takes his official PFT in October and it seems that we are probably looking at November/December timeframe. We were going to save it and apply it to next year's R&B since final payment will be in January. I guess we will always be a year behind.

PS- He is in week two and loving every minute of it. He decided to do extra PT for the Ranger Challenge, he said it probably wasn't a good idea the day before the preliminary PT. Arms felt like jello! :p Although his run time was awesome :)

My DS is also in week two and loving it. He also joined the Ranger Challenge, even though he said he wasn't his freshman year. He said he wanted to get settled with college and ROTC. He was concerned about the time constraints of both. But apparently, he couldn't resist. Loves it too much.

My daughter is an MS-III on a four year scholarship and she has always gotten her book money early, but the tuition wire has always come into the college Bursar's Office at the very end of the semester (Mid-January for Fall Semester and End of May for Spring). Bursar's Office is fine with it and doesn't send us notices.
