Do USNA Summer Seminar attendees also typically receive a CVW invitation in late summer or early fall if the Academy Admissions Board has some interest in them possibly eventually attending the Academy?
It can help to request a CVW if you would like one, but that is no guarantee of receiving one. Having most, if not all, of your application packet in is a huge plus.
As to why some NASS participants are offered CVWs and others aren't -- no clue. At the risk of a double negative, I would not take the fact a NASS attendee is not offered a CVW as a bad sign, especially if that person lives near USNA.

Very true statement. I'm currently a plebe who attended NASS and CVW, and my home is only an hour away from USNA. I was originally waitlisted for NASS and I didn't get a CVW invite until late-December if I remember correctly. I think they actually didn't send me an invite until I had already been accepted. So I would not consider having no CVW invite, particularly at this point in the year, a concern.
