Per the PMS at VMI you quote, it seems your Nov. 1 - Nov.21 window is completely unrealistic.
Who is going to prepare the application files for the Board, and then who will compile the results, match the results to the schools, and then inform the awardees? Civilian contractors were doing most of that work.
All civilian contractors are currently furloughed until the sequestor is over. We've already lost a week. I'm not even sure the Scholarship Board can convene 21 October without the files that would have been prepared by the civilian contractors this week and the following two weeks leading up to the scheduled meeting. I don't think most of us have any idea how critical civilian contractors have become to the back office functions of this modern, lean military. From what I've been reading, and somebody please correct me if I'm wrong, only Active Duty military are currently performing duties. Active Duty soldiers will have to make up for what the contractors were doing before Oct. 1, and were supposed to do these three weeks leading up to the Scholarship Board. I doubt that will happen.

I know this sounds convoluted but personally for my son, it wouldn't be such a bad thing if decisions were on hold for just a bit-until after EA decisions are out. It would make college choice easier!!

If I understand correctly, most college early decisions come out just before Christmas. Are you hoping for a nearly two month delay on the first board notifications? I guess I am wondering how a delay would be helpful?
But we won't know if we get a scholarship in November. We probably won't know until January... Or later
No one "wins" a scholarship by some good luck....it is earned with a lot of hard work.
I can feel nothing but honored to have my child to have received the scholarship.
