If you are asking about being admitted, Tulane is the only highly competitive school on the list. A good student ought to be able to get into any of the others without too much difficulty.
However, if you are asking about being awarded a NROTC marine-option scholarship, the answer is different. There will probably be a lot more candidates requesting each of the state universities you listed than Tulane, so Tulane may actually be less competitive for scholarship purposes. I also think that most of the scholarship slots at the state universities are likely to be filled by in-state candidates, as it is always more cost-effective for the Navy to pay in-state tuition. But it costs the same for everyone at private schools, so your state of residence won't be a factor in the scholarship selection at Tulane. That being the case, it may be relatively disadvantageous to put a lot of out-of-state public schools on your list.
