Appointment without Nomination

I was informed that a friend of mine, who attends the same school as me, received an appointment to the Naval Academy just a few weeks ago. Right away I didn't believe it could be true for numerous reasons.

1. The senatorial nominations had not and are still not even out yet.
2. When I went to interview for the congressional nomination for our district, there was a list of names and I did not recognize his/hers on the list.

I've known this person was going to apply because he/she already has a sibling attending and another younger sibling who wants to follow suit. I know it is not my place to question him/her, however, in talking with him/her in the past, I just have this feeling he/she is not going with a full-heart. Again, it is not my place to call him/her out.

I guess I'll wrap this up and ask two questions:

Is it possible to attend an academy WITHOUT a nomination (I have one) or could this possibly be a LOA?
Has anyone else felt this before or am I just sounding a little bit on the jealous side?

I am ready to attend the academy 110% and as soon as I receive an appointment, my "letter of intent" will be in the mail and on its way.

I heard that the superintendent of the academy have the power to give out certain number of nominations... BUT I heard this is for extremely rare cases, and most of the time, this never happens cuz you know, they find it unnecessary.

But academy will do everything they can to get a person a nomination if they see high potential in a candidate... but then again very unlikely for something like that to happen.

A couple of thoughts.

First, is your friend eligible for a Presidential nom?

Second, the fact the senators have not published their nominees does not mean they have not made their selections and notified USNA.

Supe's noms are exceedingly rare and I would not expect any to be tendered this early in the process. My guess is the person has a nom that you don't know about.

I believe you must have a nomination to be appointed - but there are other sources beside MOC - such as presidential, etc. So it's entirely possible that your buddy received an appointment.

If I'm not mistaken, a Congress member can give a nomination to a candidate outside his / her district if he / she wishes. So, it's quite possible the other student's name was not on the list you saw, but still received a nomination.

Where did you hear that? I thought that was only accurate for USMMA, not USNA.

USMMA: A candidate does not have to reside in the same Congressional District as his/her nominator (a Member of the U.S. House of Representative CAN nominate a candidate who resides in a District other than their own, as long as it is in their (the nominator's) State/Territory.) This differs from nominations to the USMA, USNA, and USAFA. http://www.usmma.edu/admissions/application/nominations

He/she is not eligible for military-related nominations.

I also heard that the superintendent can give out nominations but a read another thread that pointed out the downsizing of the academies and how there would be no need for that nomination anymore.
