ROTC Nominations

I will not be receiving any nominations this year, so unless I get offered the prep school, I will be re-applying for USNA next year. I have also applied for a NROTC scholarship. If I accept the NROTC scholarship, how does getting a ROTC based nomination work? I have heard that USNA can only accept 20 applicants based on NROTC nominations. Does this mean only 20 nominations are given out, or does everyone that applies for one gets one and then USNA only accepts 20?
 
Not entirely sure for navy, but at air force 5 noms can be given out to each JROTC/ROTC/Honor military school but only 20 appts get offered from this nomination category.

You apply for the NROTC nominations directly from your school's NROTC Professor of Naval Science (PNS). Each PNS can nominate 3 per year. With 80 or so Navy ROTC units, that means 240 potential nominees. The two years I have data for show only approx 20 noms were from PNSs.

For those same two years, there were approx 250 Junior ROTC noms.

Both Navy ROTC and junior ROTC noms compete for 20 appointments.

I have no data, but I've gotta believe that a college student in Navy ROTC will look a whole lot better to the admissions board than a HS student who may not have gotten a Senator or Representative Nomination. The key remains, do well in the ROTC unit and escpecially, do well in Calculus, Chemistry and Physics and have those in your college transcript by 1 Mar 2010.
