So, only thing i need to do to complete application for 2018 is send in my CFA scores. However, I already sent my scores into Navy and so I requested the scores from Navy (as one of the options), i was wondering if the person who administered my CFA still needs to send in the scores?

Either way -- the person that did your CFA can submit the scores or USMA can request them from USNA.
 
We had USMA request them from USNA and it took about a week or so before it showed up in the USMA portal that they had arrived.
