During the tour at West Point, I got the impression that it was not uncommon for professors to cancel classes. For example if there is a paper due, or a problem set in math class, or a big test coming up, attending class would be optional -- though the professor would be available to assist the student.

Does this sound accurate?

It really just depends on the teacher/course
 
You'll have what we call "class drops" here from time to time. If a project is due that is expected to take longer than the Dean-approved HW time (about 2 hours for a 3-credit class/lesson), then they'll give you a class hour to work on it. Or with tests that are not during the regularly scheduled class time (instead they would be the hour after lunch) you will have a drop for that lesson. Math has a lot of drops because it's an everyday class, but only 4.5 credits so about 1 drop a week to balance it out.
Yes, sometimes the teacher will still have a study session during the drop if it is before a test or be available for AI (these are optional), but no, classes here are not 'optional', unless you want to give up 5 hours the next weekend to miss the 1 hour class :shake:
