Could someone please tell me why the scholarship is called Senior ROTC scholarship? I've never heard of a Junior ROTC scholarship. Did they exist at one time? Or have I just overlooked them?

Junior ROTC is sponsored at the high school level so there is no such thing as a Junior ROTC scholarship, as high school students do not need to pay to go through the program. The term 'Senior' is used to distinguish college-level ROTC from JROTC.

I expect it's a case of the Department of Redundancy by Implication Department at work.
