What exactly is it (full or partial)? Who gets it? If you receive a TWE, are you still considered? Do you need a nomination? What type of academic profiles get it?
Is Foundation much like NAPS ... in that if a Foundation student successfully completes his/her year of Foundation prep with solid grades (where I would assume that B grades would qualify as solid), that student will be virtually assured of an appointment slot in the next year's USNA plebe class?
Foundation is a prep program. In the program, a candidate can choose from among about a dozen prep schools across the country -- some are military, some are male only, others are "civilian" co-ed. Unlike NAPS, which is taxpayer funded, Foundation is funded by a combination of school scholarship, private donations (USNA Foundation -- hence the name), and contribution from parents based on their ability to pay.
Not sure about partial/full but believe "partial" scholarship likely means that the parents will be contributing and a "full" scholarship means that the school and Foundation are picking up the entire tab.
Like NAPS, the program is generally offered to outstanding students who, in the view of USNA, could benefit from additional academic prep -- for example, their high school is not of a high academic caliber. It may be manifested in high academic standing/class rank but not outstanding SATs or high SATs but no AP classes because the school doesn't offer them or variations on this theme.
To the best of my knowledge, if you have received a TWE, you are no longer eligible for Foundation or NAPS. You do not need a nomination for NAPS or Foundation although in fact many of those entering those programs did obtain one or more noms.
